Domestic Violence Protection

SB 273: (Author) The Phoenix Act. This bill would provide additional time for domestic violence survivors to come forward about their abuse by extending the statute of limitations to 5 years. In addition, this bill will include specified techniques when handling incidents of domestic violence under the Peace Officers Standards and Training (POST) guidelines.

SB 316: (Author) Domestic Violence Hotline: High School. The bill would require public and higher education institutions to print the telephone number for the National Domestic Violence Hotline on student ID cards.


SB 478 : (Author) Teacher Credentialing. This bill reduces the representatives of the public on the Commission on Teacher Credentialing (CTC) from four to three and adds one certificated human resources administrator in a public elementary or secondary school in California. It also eliminates the reference to the member representative from the California Postsecondary Education Commission on the CTC.

AB 34: (Coauthor) Pupils: Bullying and Harassment Prevention Information.

Housing / Homelessness

SB 687: (Author) Homeless Coordinating and Financing Council.  This bill would expand the Homeless Coordinating and Financing Council to include a member from higher education to advocate for students who are experiencing homelessness. 

SB 751: (Author) San Gabriel Valley Regional Housing Trust.  This bill would authorize the creation of the San Gabriel Valley Regional Housing Trust, a joint powers authority, and would allow the cities within the jurisdiction of the San Gabriel Valley Council of Governments to fund housing to assist the homeless and persons of extremely low, very low, and low income.

SB 652: (Authors) Entry doors: display of religious items: prohibitions.


SB 570: (Author) Low Cost Auto Insurance. Extends the sunset date for the low cost auto insurance program under the Dept. of Insurance to January 1, 2025. Makes several incremental augmentations to the California Low Cost Automobile Insurance Program that eliminate gender bias, expand access to students, ease income eligibility reporting requirements, simplify the consumer notice, and eliminate outdated code sections. 

SB 309: (Author) California Senior Legislature. The bill would delete the provisions under the Franchise Tax Board requiring a minimum donation of $250 thousand for the “California Senior Legislature” and recent amendments add back the sunset date of January 1, 2025. This bill would allow seniors to continue their participation in the democratic process. CSL, since its inception, has passed and had over 200 proposals signed into law.

Local Government

SB 324: (Author) City of Temple: Landscape and Lighting Act of 1972.  This bill would authorize Temple City’s “Citywide Landscape and Lighting District” to use funds levied under the Street Lighting Act of 1919 for the purpose of performing maintenance and improvements pursuant to the Landscape and Lighting Act of 1972.  By allowing the use of funding to be used for maintenance and improvements, constituents in the City of Temple City will reap the local benefits.

SB 413: (Author) San Gabriel Basin Water Quality Authority.  This bill would reduce costs and increase the efficiency of the San Gabriel Basin Water Quality Authority by changing its election schedule and streamlining reporting requirements.

SB 469: (Principal Coauthor) Horse racing: health and safety.

SB 550: (Coauthor) Public utilities: merger, acquisition, or control of electrical or gas corporations.
