Senator Susan Rubio's Statement on the Governor’s 2026 Budget Proposal

 

SACRAMENTO, Calif. Senator Susan Rubio (D–Baldwin Park) issued the following statement in response to Governor Gavin Newsom’s proposed 2026–27 State Budget:

“The Governor’s proposed $348.9 billion budget reflects a cautious and responsible approach during a time of economic uncertainty. I appreciate the administration’s focus on protecting core programs, maintaining approximately $23 billion in reserves, and prioritizing record investments in education.

As a teacher, and as someone who has seen firsthand how policy decisions affect children and families, I approach this budget with both care and urgency. The proposal includes a historic $125.5 billion Proposition 98 guarantee for K–12 education and continued investments in higher education and student financial aid critical commitments as our state works to prepare the next generation and strengthen our workforce. I am also proud to see nearly $2 billion dedicated to ensuring our children are fed at schools.

In my district, affordability remains one of the most pressing challenges. While California has made progress in housing production and homelessness prevention, too many families are still struggling to afford housing and basic necessities. These challenges persist even as the state manages a modest $2.9 billion shortfall, underscoring the importance of making thoughtful, targeted investments that directly support working families.

It is also essential that we continue to support domestic violence prevention and survivor-support organizations. These programs are lifelines for victims and their children, and sustained funding is necessary to ensure communities have access to safety, stability, and critical services.

I am encouraged to see continued investments in wildfire resilience and climate preparedness, including billions dedicated to climate and disaster mitigation efforts that protect lives, homes, and local economies across California.

As the Legislature begins its review, I look forward to working with the Governor and my colleagues to evaluate the proposal in greater detail, assess updated economic and revenue information in the May Revision, and identify opportunities to strengthen investments that support students, working families, and our most vulnerable communities, while ensuring long-term fiscal sustainability for our state.”
