SACRAMENTO, CA –Today, Senator Susan Rubio (D-Baldwin Park) announced that Governor Gavin Newsom signed her legislation to change the make-up of the Commission on Teacher Credentialing (CTC), the body that oversees the credentialing of all teachers and certificated staff in the state’s public schools. Specifically, SB 478 mandates the CTC to include a certified human resource administrator in a public elementary or secondary school in California.

“Until now, the voice and professional expertise of school administrators had been absent,” said Senator Rubio.  “Currently, there is no member of the CTC who has the responsibility of hiring or staffing a school or district.  Our educational system needs teachers better prepared to meet the complexities of assignments and staffing needs in our public schools.”

“The Association of California School Administrators (ACSA) commends Senator Rubio for her leadership to ensure the membership of the Commission on Teacher Credentialing meets the ever-changing needs to place appropriately credentialed teachers in every classroom,” said Dr. Wesley Smith, executive director of ACSA. 

The CTC is in charge of establishing professional standards, assessments, and examinations for entry and advancement in the education profession for teachers, administrators, service credentials, and alternative credentials. 

SB 478 will serve to provide a human resource administrator that can effectively inform the Commission members and staff, regarding the impact that decision-making can have on a local school and district. Additionally, SB 478 deletes reference to the appointment of a member from the CA Postsecondary Education Commission, which is no longer in existence.
