Senator Susan Rubio Unveils Powerful Domestic Violence Legislative Package to Protect Survivors and Strengthen California’s Safety Laws

Los Angeles, CA — Senator Susan Rubio (D–Baldwin Park), internationally recognized for domestic violence reform, unveiled a bold new legislative package aimed at strengthening protections for survivors, closing dangerous legal loopholes, and modernizing the tools California uses to prevent violence before it escalates. Joined by survivors, advocates, law enforcement officials, and community leaders, Senator Rubio announced a comprehensive set of proposals reflecting years of listening to victims and confronting systemic failures that have left too many families vulnerable.

“Domestic violence is an epidemic, and too often our laws respond only after the damage is done,” said Senator Rubio. “This legislative package is rooted in prevention, accountability, and dignity. Survivors deserve to be believed, protected, and supported at every step. These bills are built from their stories, and from the gaps in the system that have failed far too many. We cannot wait for another tragedy before we act.”

The event was also supported by Los Angeles County Sheriff Robert Luna and Assemblymember Blanca Rubio, both long-standing partners in strengthening protections for survivors. Their presence signaled a unified commitment from law enforcement and legislative leadership to push forward meaningful reforms that prevent violence and save lives. 

Among those standing with Senator Rubio were survivors whose families have endured unimaginable loss, including Karen, who lost both her mother and sister, and Angela’s mother, Leticia Caraballo, a teen girl murdered in Azusa — one of the most heartbreaking cases in Senator Rubio’s district. 

Karen spoke through her pain with extraordinary strength, saying “I am grateful to be standing with Senator Rubio as she works to pass the Domestic Violence Prevention Act,” Karen said. “Had this bill been in place, both my mother and sister would still be here with me today. If even one person is spared the grief and pain of having to lose a loved one in this way, it will be worth it.”

Senator Rubio emphasized that stories like Karen’s are the reason this legislative package is necessary and long overdue. The proposals strengthen how the state handles credible threats, modernize early-warning systems such as GPS monitoring. “As a survivor myself, I know how isolating and terrifying it can be to navigate a system that was not built with victims in mind,” Senator Rubio said. 

Senator Rubio’s leadership on domestic violence has resulted in some of California’s most impactful laws, including the Phoenix Act, Piqui’s Law, and new protections for children in custody courts. This new legislative package continues that legacy, positioning California at the forefront of national DV reform and reaffirming her commitment to saving lives through meaningful, survivor-centered policy change.
