Senator Susan Rubio Named to Senate Democratic Leadership, Makes History as First Woman and First Latina to Chair Governmental Organization Committee
SACRAMENTO, Calif. – Senator Susan Rubio (D–Baldwin Park) has been appointed to the Senate Democratic Leadership Team and once again makes history as the first woman and first Latina to chair the Senate Committee on Governmental Organization for the 2025–2026 Legislative Session. The appointments were announced by Senate President pro Tempore Monique Limón.
As part of Senate Democratic Leadership, Senator Rubio has been named Assistant Majority Whip, further solidifying her role as a key leader in shaping the Senate’s legislative priorities and advancing policies that protect working families, strengthen public safety, and ensure accountability across state government.
Senator Rubio’s appointment as Chair of Governmental Organization marks another historic milestone in a career defined by breaking barriers. She previously made history as the first Latina and first woman to chair the Senate Insurance Committee, becoming the first woman to lead two major Senate policy committees.

The Senate Committee on Governmental Organization holds broad oversight authority over state regulatory agencies, placing Senator Rubio at the center of some of California’s most complex and impactful policy areas.
Beyond her legislative leadership, Senator Rubio continues to make history alongside her sister, Assemblywoman Blanca Rubio, as the first sister pair ever to not only serve simultaneously in the California Legislature, and now both chairing Senate and Assembly Governmental Organization Committees—an extraordinary testament to perseverance, public service, and the promise of opportunity in California.

Committee assignments will take effect according to the Senate’s established timelines for the 2025–2026 session.
