Senator Rubio’s Conservatorship Bill Signed by Governor Newsom
SACRAMENTO, CA – Senate Bill 1106 by Senator Rubio (D-Baldwin Park) has been signed by the Governor—known as the Kasem, Nichols, Rooney Act— which aims to strengthen protections for older adults under a conservatorship from being isolated by their caretakers. This bill requires conservators to notify loved ones of important developments, such as when they are removed from their personal residence, and provide details of the conservatee’s death, funeral, burial, or memorial arrangements.
“Since I was first elected to the California State Senate, improving the quality of life and care for the elderly has been a top priority. They are among the most vulnerable groups, who are abused and taken advantage of far too often,” said Senator Susan Rubio.
“Under a conservatorship, they may be at risk of being in the care of someone who does not have their best interests in mind. Isolation from loved ones during difficult circumstances only causes more harm. One way we can help seniors avoid experiencing horribly abusive situations is by allowing their close family members and friends to be informed of when they are removed from their residence. Unless there is a justifiable reason, loved ones should know where the conservatee is.” continued Rubio.
One prominent instance is the late Casey Kasem, the iconic radio personality who suffered from Dementia. His spouse at the time became his primary caretaker and blocked his children from his first marriage from any communication and knowing his whereabouts as he was transported to different facilities, states, and even out of the country.

This bill has been sent to the Secretary of State’s Office for Chaptering
