Susan Rubio (D-Baldwin Park) has introduced a new bill to close what she described as “a glaring loophole” in California’s sex offender registry law – one that currently allows *some* adults who engage in unlawful vaginal intercourse with young girls to avoid mandatory sex offender registration in many cases.
