SACRAMENTO, Calif. – Senator Susan Rubio (D-Baldwin Park) announced that eight of her bills have cleared the Legislature and are now headed to the Governor's desk. Together, the bills shield survivors and children from abuse, bring more transparency to Sacramento, give local businesses room to grow, and make it easier for families to get answers from hospitals and schools.

As a former teacher and someone who has stood by survivors for years, I know what happens when the law leaves people behind, a child who isn't protected, a family with nowhere to turn," said Senator Susan Rubio (D–Baldwin Park). "Getting eight bills to the Governor's desk in one session takes real work. It happens because people in my district needed these bills, and I made sure they got done."

Senator Rubio's 2026 legislative agenda has centered on protecting survivors and children, pushing for a more transparent government, and backing small businesses and working families. The following bills are now in the Governor's hands:

• SB 1175 – Lobbyist Registration Modernization Act

Cuts out the extra steps in California's lobbying registration process, letting lobbyists file straight with the Secretary of State's office so the public gets faster, clearer answers about who's lobbying state government.

• SB 1192 – The Reclaim Act

Stops abusers from using the family court system as a weapon, filing repeated retaliatory lawsuits just to keep control over a survivor long after it's over.

• SB 1195 – Tied-House Exceptions

Loosens outdated alcohol-licensing rules that have boxed in restaurants, theaters, and event venues, giving local hospitality businesses more room to operate and grow.

• SB 1228 – Outdoor Billboard Advertising

Updates the rules around outdoor advertising displays so cities and advertisers have a clear standard to work from, without pulling the rug out from under existing local revenue agreements.

• SB 1276 – End Child Exploitation Act

Goes after predators who livestream the sexual exploitation of children, closing the legal gaps that have let this abuse happen in real time without consequence.

• SB 1323 – Health Care Providers: Patient Access: ICE Custody

Requires hospitals to notify family members when a patient in ICE custody is admitted for care, so families aren't left guessing during a medical emergency.

• SB 1398 – State Agency Buildings: Green Globes Certification

Gives state agencies a second way to certify buildings as sustainable, alongside LEED, without adding red tape.

• SB 1412 – Parental Communication: Teacher Meetings

Gives parents more flexibility to meet with their child's teacher outside normal school hours, a small fix aimed at working families juggling job and school schedules.
