CA Assembly Passes Senator Rubio Bills

SACRAMENTO, CA – The State Assembly today passed four bills by Susan Rubio (D-Baldwin Park).  

“These bills reflect some of my main priorities  – protecting domestic violence victims; increasing affordable housing; and being an advocate for my local communities,” Senator Rubio said. “I appreciate the Assembly members who supported these bills and look forward to the discussions in the following weeks to ensure these bills become law." 

SB 1141 (Coercive Control) – Will enhance protections to California’s domestic violence laws by expanding the Family Code definition of disturbing the peace to include conduct that destroys the mental or emotional calm of another party, including coercive control. Adding coercive control to the definition of domestic abuse will allow survivors to describe psychologically damaging abusive behavior during family court hearings and criminal trials and to obtain protection from that behavior. It must go back to the Senate for concurrence.

SB 1212 (San Gabriel Valley Regional Housing Trust) –Will support the San Gabriel Valley’s regional efforts to address the homeless crisis and housing shortage by making minor changes to strengthen the San Gabriel Valley Regional Housing Trust. Heads to the Governor's desk. 

SB 1276 (Domestic Violence Program) will remove the 10 percent cash or in-kind matching requirement for state grants awarded to domestic violence programs that provide essential resources. In addition to state requirements, domestic violence service providers must also meet match fund requirements for federal funding sources.

SB 1307 (City of Rosemead Street Lighting Systems) – Would allow the City of Rosemead to utilize funding established through the 1919 Lighting District funds for public benefits allowed under 1972 Landscape and Lighting Act.
